Introduced in the state Duma the bill about blocking Russian users of instant messengers and email services is not technically feasible. This was stated by Deputy head of the Ministry of communications of Russia Alexey Volin, reports TASS.

According to him, the Agency does not support the adoption of the law, as the bill “violates the principle of net neutrality and is technically infeasible”.

A bill the Federation Council members and state Duma deputies introduced in the lower house of Parliament on 8 October. The authors proposed to block users e-mail and messengers, “distributing prohibited by Russian legislation information”.

Lawmakers have proposed to introduce in the law the term “organizer messaging service” that combines instant messaging and e-mail services.

In July, the state Duma introduced another bill on e-mail. It proposed to allow anonymous sending of messages through e-mail. To identify users offered by phone number.

In Russia have adopted similar legislation relating to the identification of users of instant messengers.
