Raphael Daminov. The decision of the head of the Libyan national army (LNA) Khalifa the Haftarot on the temporary transfer of power in the country to the armed forces will lead to the creation of the new state of Libya, said RIA Novosti Libyan politicians and experts living in the East of the country.
Haftar on Monday announced the release of the political agreement which resulted in the formation of the national consensus Government (NTC). He said that the management of the country goes to the army.
The creation of the NTC of Libya became possible after the signing in 2015 the so-called Sheratsky agreements – at the end mezhliviysky talks in the Moroccan city of Skhirat. The document was to lay the foundations for a political settlement in the country, but these decisions were never implemented, despite the efforts of foreign donors (Tunisia, Italy, Algeria) and special representatives of the UN.
Last Thursday, Haftar urged the country’s citizens to reject the agreement reached in 2015 in Skhirat the political agreement which resulted in the formation of the PNS. The head sits in the East of Libya the house of representatives (Parliament) Aqeel Saleh has put forward a new initiative for a political settlement in the country. Saleh proposed a “road map” consisting of several paragraphs providing for the creation of a new Presidential Council.
The new Libyan government
Member of the Executive Committee of the popular movement in Libya and former Ambassador of this country in India, the Ramadan of Bahbah believes that the announcement by the Haftarot of termination of the agreement reached in Skhirat, called “the political deadlock and the country’s ongoing chaos, despite numerous attempts to reach a settlement, including with the help of numerous international conferences”.
“The announcement of the Marshal of the Haftarah tells about the emergence of a new Libyan state, with the elimination of what was before: the flag, the anthem, the constitutional Declaration, Parliament, the Presidential Council, the Supreme state Council,” – said RIA Novosti residing in Benghazi, Libyan politician.
The country to stability will lead the army
According to political analyst Muhammad Zubaidi, living in the East of Libya, the statement of the Marshal of the Haftarot means that the armed forces will lead the country from a period of turbulence to stability.
“The armed forces assume power during the transitional period. Will adopt a new constitutional Declaration, formed a civilian government, appointed a new Prime Minister, this will be announced in the following days,” – said the Agency Zubaidi.
The analyst noted that “the Libyan case is not unique, it was the military in many countries in difficult times, took the responsibility of managing the States themselves.” An expert in the cited President of Egypt Abdel Fattah al-Sisi.
According to Zubaidi, the initiative of the Marshal of the Haftarah “it was necessary to declare that years ago.”
“The Libyan army from the beginning was to take the situation into their own hands in the country, even before the Libyan land, Erdogan (Tayyip Erdogan, President of Turkey) began to place their mercenaries, and the country turned into an arena of confrontation, especially between European countries, the United States,” – said the source RIA Novosti.
Question about Parliament
Member sitting in Tobruk house of representatives of Libya, the Deputy Ali al-Saeedi believes that Shirtshe agreement under which, it was believed, should live Libya after 2015, was not the official document.
“It’s just paper, which the international community tried to formalize, to impose on the Libyan people. This agreement did not lead Libya to stability, but on the contrary, has caused controversy, gave scope to the armed militias, including radical, and when Haftar broke the document — this was a victory for Libya,” – said the Deputy.
Alsaidi said that he was within the walls of the Libyan Parliament in Tobruk he had previously initiated output from Shirinskogo agreement.
“We are now seeing what steps will be taken after this statement. Or Haftarah will leave Parliament as a legitimate body, or declare a new constitutional Declaration. We do not have enough information,” – said the Deputy.
After the overthrow and murder of Libyan leader Muammar Gaddafi in 2011, Libya has virtually ceased to function as a unified state. Now the country is in a diarchy. To the East sits a Parliament elected by people, and in the West, in the capital Tripoli, the rules generated with the support of the UN and the European Union, the Government of national consent headed by Fitom Barragem. The authorities of the Eastern part of the country operate independently from Tripoli to cooperate with the Libyan national army, led by Marshal Khalifa the Haftarot, which is April 2019 not stop trying to seize Tripoli.
