No loss has not done: Israel received the government

Без потерь не обошлось: Израиль получил правительствоIsrael is emerging from a protracted political crisis of the country a year and a half has been without a government. Agreement opponents as “Likud” and “Kajol-Laban” — allowed to form a Cabinet, which will be broad in composition and divided between Benjamin Netanyahu and benny Ganz. However, this configuration of power is unlikely to bring Israel consensus.

Prime Minister Benjamin Netanyahu may 17, officially presented to the Knesset members of the new government. However, opposition MPs during the procedure literally showered him with critical exclamations, which suggests that the long-awaited unity government assembled on the basis of the agreement between the Likud party and Netanyahu the block “Kajol-Laban” benny Gantz, so, it seems, has not brought consensus in the political life of the country.

Israel lives in conditions of deep political crisis for the past year and a half. It tried three times to elect the Parliament, but the results did not bring a consolidation of political forces, which the government was created. The last elections in March 2020, can be called the most successful for Netanyahu, however, and these are enough to form a government on their own. That is why the Prime Minister went on to deal with their opponents, the center — left bloc, “Kahol-Laban” benny Gantz.

Under the agreement, the Prime Minister will be subjected to rotation in mid-term of the government. With this, Netanyahu began a Cabinet of Ministers. He recalled that, will occupy the chair of Prime Minister until 17 November 2021, after which it will replace Gantz.

“We decided to form a unity government and avoid a fourth election, which would cause controversy and would have cost some 2 billion shekels (about $565 million. — “Газета.Ru”). The society wanted a unity government and you’ll get it,” said Israeli politician.

However, the new government has not even started to work, there are claims from the opposition. If you put aside a whole series of concessions had to go to the opponents, the main questions arise as to the numerical composition of the new government. The Cabinet will now be significantly wider than the previous one: only 36 appointed Ministers and 16 Vice. And all this at a time when unemployment in the country reaches 25% because of the economic consequences of the pandemic coronavirus infection COVID-19.

But Netanyahu believes that the cost of a new government for Israel will be lower than the holding of early elections, which could be a fourth one for half a year.

On the one hand, the economic aspect here, indeed, fair. New elections would require another expenditure from the national budget in the conditions of overcoming the consequences of crisis caused by the restrictions due to the coronavirus, would be a serious burden on the country.

On the other hand, Netanyahu’s long-sought such a balance of power that would allow him to maintain his position in the government because he was charged with fraud and excess of authority.

In fact, Netanyahu may retain immunity only if he will remain Prime Minister.

Another important element of the transaction was a new position in the government — Deputy Prime Minister. And here, too, opened a wide enough space for criticism. Even after in November 2021, Netanyahu will resign from the position of Prime Minister, he can remain in power, but, most importantly, writes The Washington Post, the Deputy Prime Minister will use all the attributes of the Prime Minister’s residence and the ability not to resign, even if he will be charged with a crime.

In addition, Israel has expressed concerns that Netanyahu will do his part of the deal and give the fast Ghanaian — yet the mechanism for the political system new.

But the novelty does not end there. In addition to the rotation of the office of the Prime Minister and the enlarged Cabinet Ministerial portfolios in the new government divided equally between representatives of the “Likud” and “Kajol-Laban”, and each of the political leaders will have a veto in respect of decisions taken in the camp of the opponents.

Lost Netanyahu and Gantz

The terms of the transaction in the political space of Israel are perceived at least controversial that has already cost the inner support Netanyahu and the Ganz.

In the “Likud” has even been a slight “rise”: two high-ranking member of the political Council of the party AVI Dichter and tzachi Hanegbi at the beginning of the week said they plan to boycott the swearing-in ceremony of the new government because they were not offered Ministerial posts. They have questions to specific candidates for certain positions.

In “Kachol-Laban” also, not everyone is pleased with this outcome of the political crisis. The leader of the bloc Beni Ghanaian remembered that he promised not to cooperate with Netanyahu — because of the charges against him.

As a result, “Kahol-Laban” was split, and former partner of Ganz Yair Lapid is now expected to lead the Israeli opposition.

He criticized not only the leader of the “blue-white”, but Gabi Ashkenazi — their entry into the government he regarded as a lack of “borders of ethics” of politicians.

“Two of the chief of staff of the Israel defense forces surrendered to the man with three serious criminal charges. Today do you swear loyalty to the person against whom a week to begin trial for abuse of trust [of voters], bribery and fraud. In the real world you would not let their children to deal with such a person. But here, in this building, Prime Minister,” said Lapid.

Netanyahu himself all charges against himself rejects and calls the proceedings “a witch hunt”.

Have the current Prime Minister and another problem. The fact that the coalition “Likud” includes several small parties, and those that remained, to be called ardent supporters of Netanyahu’s hard.

This means that he — even from the half which represents the party of the Prime Minister, remains quite limited number of Ministers, on whom he could rely.

The disengagement, Netanyahu with a party of Russian-speaking Jews “Israel Our home” Avigdor Lieberman took shape for a long time, so their occurrence in the block did not count nor the experts, nor, apparently, Netanyahu. However, outside the list were former allies of the party, “Yamina”. This party joined the opposition recently, and it’s pretty seriously weakens the position of the right block.

However, Netanyahu does not lose intention to return “the hollow place” in the political area, and during the presentation of the new composition of the Cabinet of Ministers on 17 may, he said: “I hope that another party in our block will join the government.” And that there was a reference specifically to the “Yamin”, the Israeli expert community doubts arise.

Pending annexation

Anyway, the conclusion of the transaction and approval of the government said that the political crisis in Israel, apparently, ended. Now the country needs to normalize the political process — and to decide there what.

In particular, during today’s meeting, Netanyahu will set the guidelines of the new government, including its commitment to the annexation of the West Bank of the Jordan river.

“It is time to apply [Israeli] sovereignty to Jewish communities in Judea and Samaria. It will not make peace more distant, it will bring him. These settlements are part of Israel in any scenario,” — he said.

Earlier, a similar call to start preparing for the annexation of the Palestinian territories in the West Bank — was made by U.S. Ambassador to Israel, David Friedman. However, the diplomat pointed out the need to inform the President of Palestine, Mahmoud Abbas, that the invitation to negotiate on the terms of the “deal of the century”, proposed by the President of the United States Donald trump is still in force. Abbas, however, has quite clearly outlined the position of Palestine, but because such talks would be unlikely.

At the same time, the annexation of the West Bank of the Jordan river is part of the election program of Netanyahu, who last year promised to start including these territories into the country in case of victory of Likud in the election. Settlements in Samaria and Judea came after 1967. The UN recognizes these territories are occupied.

However, it is likely these actions are yet pending — after all, the first priority of the political platform of the government of the agreement includes the measures to overcome the pandemic coronavirus and consequences caused by the economic crisis. This is not surprising — that the pandemic was the main argument in favor of the Union “Likud” and “Kajol-Laban”.

And this forced partners will need to reach the first important agreement to adopt the budget.
