“This is to ensure the health and safety of prisoners and staff,” reads the statement of the Secretary of the California Department of corrections and rehabilitation Ralph Diaz. It also said: “We aim to implement these measures in a way that is consistent with how public health and public safety.”

The order applies to prisoners who have to serve a sentence of less than one year, and prohibits early release of persons serving sentences for crimes related to domestic violence or other violent crimes, or those whom the authorities believe is dangerous.
